CHARTER (AMENDED AND SUPPLEMENTED) VIETNAM ECONOMIC ASSOCIATION
(Approved under Decision No: 127/QD-BNV dated February 28, 2022, of the Minister of Home Affairs)
Chapter I
GENERAL PROVISIONS
Article 1. Name and Symbol

1. Vietnamese name: Hội Khoa học kinh tế Việt Nam.
2. English name: Vietnam Economic Association.
3. Abbreviated English name: VEA.
4. The symbol of the Vietnam Economic Association is copyrighted in accordance with the law.
Article 2. Guiding Principles and Objectives
1. The Vietnam Economic Association (hereinafter referred to as the Association) is a socio-professional organization of Vietnamese organizations and citizens operating in the field of economic science research and application nationwide.
2. The objective of the Association is to gather, unite, protect the legitimate rights and interests of members, share experiences, support and help each other improve the quality of research activities, apply economic science, and provide effective economic science services, contributing to promoting the socio-economic development of the country.
Article 3. Legal Status and Headquarters
1. The Association has legal status, a seal, a symbol (logo), its own account, and a press agency; it operates in accordance with Vietnamese law and the Association's Charter approved by the Ministry of Home Affairs.
2. The main headquarters of the association is located at: Headquarters I: Room A115-117, Building 29A, Lane 124 Vinh Tuy, Vinh Tuy Ward, Hai Ba Trung District, Hanoi. Headquarters II: 6th Floor, Building 96 Hoang Quoc Viet, Cau Giay, Hanoi)
3. The Vietnam Economic Association is a member organization of the Vietnam Union of Science and Technology Associations (VUSTA), the Federation of ASEAN Economic Associations (FAEA), and the International Economic Association (IEA).
4. According to operational needs, the Association may establish representative offices in some provinces and centrally-run cities in accordance with the law.
Article 4. Scope and Field of Operation
1. The Association operates nationwide in the field of economic science research and application of economic science in Vietnam.
2. The Association is under the state management of the Ministry of Home Affairs, the Ministry of Science and Technology, and other ministries and branches related to the Association's field of operation in accordance with the law.
Article 5. Principles of Organization and Operation
1. Voluntariness, self-management.
2. Democracy, equality, openness, transparency.
3. Self-financing of operations.
4. Non-profit.
5. Compliance with the Constitution, laws, and the Association's Charter.
Chapter II
TASKS, POWERS AND OBLIGATIONS
Article 6. Tasks of the Association
1. Organize and coordinate activities among members for the common benefit of the Association. Support members in promoting scientific research activities to contribute to the construction and development of the country's economy.
2. Disseminate, popularize, and train knowledge for members and individuals and organizations in accordance with the law. Guide members to comply with the law, regulations, and policies of the State and the Charter, regulations, and rules of the Association.
3. Participate and coordinate with functional agencies in training and fostering economic specialists in accordance with the law; coordinate and support agencies, organizations, and units operating in the field of research and application of economic science research results to serve production and life in accordance with the law.
4. Implement programs, projects, scientific research topics, consultancy, criticism, and social assessment in scientific research on economics and application of economic science research results in Vietnam at the request of state agencies; provide services on issues within the Association's field of operation in accordance with the law.
5. Organize domestic and international conferences and seminars on economic science in accordance with the law. Assist members in linking economic research with science and technology to contribute to the development and improvement of economic quality and efficiency.
6. Expand relationships and cooperate with organizations and individuals operating in the same field at home and abroad in accordance with the law to exchange academics and share experiences. Create conditions for members to meet and exchange information on economic science and publish scientific works in prestigious domestic and international scientific journals. Encourage and motivate members to participate in economic science research and application in Vietnam in accordance with the law.
7. Fulfill other obligations when requested by competent authorities.
Article 7. Powers of the Association
1. Organize and operate according to the Association's Charter approved by the Minister of Home Affairs, complying with the Constitution and laws of Vietnam. Protect the honor, prestige, rights, and legitimate interests of members in accordance with the Association's guiding principles and objectives in accordance with the law.
2. Provide opinions on draft legal documents related to the Association's field and content of operation in accordance with the law. Propose to competent state agencies on issues related to the development of the Association and the field in which the Association operates in accordance with the law.
3. Raise funds for the Association based on membership fees of members and revenues from scientific research, consulting, and economic services in accordance with the law to cover operating expenses.
4. Receive legitimate funding from domestic and foreign organizations and individuals in accordance with the law. Be supported by the State for activities associated with State-assigned tasks.
5. Organize commendation and rewards for members with outstanding achievements in economic science research and application activities; exchange, learn, and share experiences among members.
6. Establish legal-status organizations directly under the Association in accordance with the law, in accordance with the Association's Charter and field of operation, and report the establishment of legal-status organizations to state agencies in accordance with the law.
7. Mediate disputes, resolve complaints, denunciations within the Association and related to the Association, legal-status organizations directly under the Association, and members in accordance with the law and report to state agencies in accordance with regulations.
8. Join international organizations, sign, and implement international agreements in the same field of operation in accordance with Vietnamese law and international practice. At the same time, report to the Ministry of Home Affairs and the state management agency on the industry and field of operation of the Association before signing and implementing international agreements.
Article 8. Obligations of the Association
1. Comply with the provisions of law and the Association's Charter in the process of organizing the Association's activities, the legal provisions on intellectual property, magazines, publishing, copyright, related rights, and other legal provisions related to the organization and operation of the Association and the Association's Charter. Do not take advantage of the Association's activities to harm national security, social order, ethics, fine customs, traditions of the nation, and legitimate rights and interests of individuals and organizations.
2. Comply with the provisions of law and be responsible for reporting to competent state agencies when performing the following tasks: Annual activities of the Association; organizing term congresses, extraordinary congresses; changing key leadership titles; changing headquarters addresses; amending and supplementing the Charter; establishing representative offices and legal-status organizations directly under the Association.
3. Comply with the guidance, inspection, and examination of competent State agencies in accordance with the law.
4. Establish and maintain at the Association's headquarters a list of members, sub-associations, representative offices, and units directly under the Association; books and documents on assets and finances of the Association and representative offices; minutes of meetings of the Executive Committee, Standing Committee, and Inspection Committee of the Association.
5. Develop and promulgate a code of professional ethics in Association activities. 6. Manage and use the Association's funding sources in accordance with the law.
Chapter III
MEMBERS
Article 9. Members and Membership Standards
1. Members of the Vietnam Economic Association include official members, associate members, and honorary members:
a) Official members: Vietnamese organizations and citizens operating in the field of economic science research, application of economic science, and economic science services who meet the standards specified in Clause 2 of this Article, approve the Charter of the Vietnam Economic Association, voluntarily apply for membership, and are considered and approved for admission by the Association;
b) Associate members: Vietnamese organizations and citizens operating in fields related to the Association's field of operation, making positive contributions to the development of the Association, approving the Charter of the Vietnam Economic Association, voluntarily applying for membership, and being considered and recognized by the Association;
c) Honorary members: Vietnamese organizations and citizens who do not have the conditions or do not fully meet the standards to become official members, but make positive contributions to the development of the Association, approve the Charter of the Vietnam Economic Association, and are considered and recognized by the Association.
2. Standards for official members:
a) Organizational members: Organizations with Vietnamese legal status operating in the field of economic science research, application of economic science, and economic science services established in accordance with the law, with voluntary registration to participate in Association activities. The representative of the organization joining the Association must be a Vietnamese citizen with a university degree or higher, with good political ideology and moral qualities;
b) Vietnamese citizens from 18 (eighteen) years of age or older, with full civil act capacity, with a university or college degree or higher who are working or have worked in the field of economic science research, application of economic science, and economic science services, science and technology management, teaching economic specialties with good political ideology and moral qualities can become official members of the Association.
Article 10. Obligations of Members
1. Comply with the Charter of the Association, the Resolutions of the Congress, and the Decisions of the Executive Committee and the Standing Committee.
2. Strictly implement the Party's guidelines, policies, and laws of the State, and maintain prestige and ethics in professional activities.
3. Unite and build a strong and sustainable Association for the common benefit of the Association, its members, and the country; build cooperative and supportive relationships among members.
4. Official members pay membership fees as prescribed by the Association, honorary members and associate members are not required to pay membership fees and may mobilize organizations and individuals to support the Association's activities.
5. Protect the reputation of the Association, and do not arbitrarily use the name of the Association or represent the Association in relationships and transactions without being assigned or introduced by the Association in writing.
6. Implement the information and reporting regime in accordance with the regulations of the Association, the Association's Charter, and the provisions of law.
Article 11. Rights of Members
1. Official members have the right to participate in discussing and voting on the Association's programs and plans of activities, propose and express opinions on the Party's and State's guidelines and policies related to the Association's field and scope of operation in accordance with the Charter and the provisions of law.
2. Be protected in their legitimate rights and interests in professional activities in accordance with the law and the Association's Charter. Attend the Congress, participate in candidacy and election to leadership positions and the Inspection Committee in accordance with the Association's regulations.
3. Be questioned about all activities of the Association. Be nominated to participate in conferences, seminars, professional training, scientific research, technology transfer, and support for publishing and posting scientific research works in the Association's journals in accordance with the Charter and the provisions of law.
4. Be able to leave the Association after reporting to the Association organization and considering that they can no longer continue to participate as a member.
5. Be able to introduce citizens and organizations that meet the standards to participate as members and be considered for commendation and rewards if they have made many positive contributions to the development of the Association in accordance with the Association's regulations, the Charter, and the provisions of law.
6. Be issued a "Member Card of the Vietnam Economic Association." The Executive Committee of the Association specifies the printing, issuance, and management of member cards.
7. Associate members and honorary members enjoy the same rights and obligations as official members, except for the right to vote on Association matters and candidacy and election to the Executive Committee and Inspection Committee of the Association.
Article 12. Forms, Procedures, and Authority for Admission, Exclusion, and Removal of Members
1. Procedures for admitting members: Organizations and citizens of Vietnam who meet the standards specified in Article 9 of this Charter who wish to join the Association or members who wish to leave the Association must submit an application to the Association's Office. The admission and removal of members are summarized by the Association Office and reported to the Association's Executive Committee for consideration and submission to the Chairman of the Association for decision.
2. Membership status will be terminated or removed from the list of members of the Association when one of the following cases occurs:
a) Voluntarily requesting to leave the Association when considering that they cannot or do not want to continue to participate in Association activities. In this case, the member officially notifies the Association office in writing one (01) month in advance and must return the member card;
b) Members operate contrary to the Charter, affecting the rights and reputation of the Association;
c) Members violate the law and are convicted and subject to penalties when there is a legally effective court conviction; d) Members die, are missing, deprived of citizenship, or have limited civil act capacity;
d) Organizations voluntarily cease operations, have their operations suspended by competent authorities, or lose their legal status, or declare bankruptcy;
e) Members do not participate in association activities for 03 (three) consecutive terms and do not pay membership fees for a period of 01 (one) year or more without a valid reason.
3. Members are expelled when more than 1/2 (one-half) of the members of the Association's Executive Committee vote in favor. The decision to expel a member takes effect from the date the Chairman of the Association signs it.
4. The Association Office is responsible for posting the list of newly admitted members and announcing the list of members removed from the list publicly on the Association's website within 30 (thirty) working days from the date the expulsion decision takes effect.
Chapter IV
ORGANIZATION AND OPERATION
Article 13. Organizational Structure of the Association
1. Congress.
2. Executive Committee.
3. Standing Committee.
4. Inspection Committee.
5. Office and Specialized Departments.
6. Legal-status organizations directly under the Association established in accordance with the law.
Article 14. Term Congress and Extraordinary Congress
1. The highest leading body of the Vietnam Economic Association (hereinafter referred to as the Congress) is the Term Congress or the Extraordinary Congress. The Term Congress is held every 05 (five) years, convened by the Association's Executive Committee. The composition and number of delegates attending the Congress are decided by the Association's Executive Committee.
2. The Term Congress or Extraordinary Congress is organized in the form of a General Congress or a Delegate Congress. The Extraordinary Congress is convened by the Association's Executive Committee when there are at least 2/3 (two-thirds) of the total number of members in the Association's Executive Committee or at least over 1/2 (one-half) of the total number of official members requesting it. The content of the Extraordinary Congress is decided by the Association's Executive Committee.
3. The Congress has the following tasks:
a) Consider, discuss, and approve the Summary Report on the term's activities; the direction and tasks of the Association's new term activities;
b) Discuss and comment on the Inspection Report of the Executive Committee, the Financial Report of the Association;
c) Discuss and approve the amendment and supplementation of the Association's Charter (if any);
d) Decide on the number of members of the Executive Committee, elect the Executive Committee and the Inspection Committee of the Association;
dd) Decide on rewards for members of the Association;
e) Discuss and approve decisions on division, separation, merger, consolidation, or dissolution of the Association (if any);
g) Approve decisions to join professional organizations related to the Association's field of operation (if any);
h) Decide on other issues related to the guiding principles, objectives, tasks, and powers of the Association;
i) Approve the Congress resolution.
4. Principles of voting at the Congress:
a) The selection of the form of voting by raising hands or secret ballot at the Congress is decided by the Congress;
b) The resolutions of the Congress are voted on and approved when more than 1/2 (one-half) of the total number of official delegates present agree. Specifically, the amendment and supplementation of the Charter or the dissolution of the Association must be agreed upon by at least 2/3 (two-thirds) of the total number of official delegates present at the Congress.
5. Reporting Congress results: Within 30 (thirty) days after the Congress, the Association sends documents reporting the results of the Congress to the Ministry of Home Affairs and the Ministry of Science and Technology in accordance with the law.
Article 15. Association Executive Committee
1. The Association Executive Committee is elected by the Congress from among the official members of the Association. The number, structure, and standards of members of the Association Executive Committee are decided and directly elected by the Congress at the Congress. The term of the Executive Committee is the same as the term of the Congress.
2. The Association Executive Committee meets periodically once (01) a year. If necessary, the Chairman of the Association may convene an extraordinary meeting of the Association Executive Committee at the request of the Standing Committee to resolve important and urgent issues of the Association or when 2/3 (two-thirds) of the total number of members of the Association Executive Committee request it. The program and documents of the meeting are sent to the members of the Association Executive Committee 05 (five) days before the scheduled date of the meeting.
3. Tasks and powers of the Association Executive Committee:
a) Organize the implementation and leadership of the Congress resolution, the Executive Committee resolution, and the Association's Charter; lead all activities of the Association between two Congresses;
b) Prepare and decide to convene the Congress; develop programs and work plans for each year and for the entire term of the Association in accordance with the Congress resolution;
c) Decide on the organizational structure of the Association's operating apparatus. Develop and promulgate the Association's regulations: Regulations on the operation of the Executive Committee and the Standing Committee; Regulations on the management and use of the Association's assets and finances; Regulations on the management and use of seals; Regulations on commendation and discipline; Regulations on the admission, expulsion, and removal of members; Other regulations within the Association in accordance with the provisions of the Charter and the provisions of law;
dd) Decide on the number and elect the Standing Committee; elect and dismiss the Chairman, Vice Chairmen, General Secretary, and some members of the Standing Committee; elect additional members of the Executive Committee and the Inspection Committee. The number of additional members of the Executive Committee elected must not exceed 1/3 (one-third) of the number of members of the Executive Committee decided by the Congress;
e) Develop cooperative relationships with relevant organizations in the country and abroad in accordance with the law to contribute to the development of the Association; g) Decide on other issues, except for those under the authority of the Congress.
4. Principles of operation of the Executive Committee:
a) The Association Executive Committee operates according to the regulations of the Executive Committee, complying with the provisions of law and the Association's Charter;
b) The meetings of the Executive Committee are considered valid when more than 1/2 (one-half) of the number of members of the Executive Committee participate in the meeting (meeting directly and online). The Executive Committee votes according to the principle of majority rule, and the minority obeys the majority. In the event of a tie, the decision belongs to the side with the opinion of the Chairman of the Association or the chairman of the meeting. The Executive Committee may vote by raising hands or secret ballot. The regulation on the form of voting at the Executive Committee meeting is decided by the Association Executive Committee;
c) Between two meetings of the Executive Committee to decide on issues under the authority of the Executive Committee, consultations, discussions, and approvals may be made by written opinion;
d) The resolutions and decisions of the Executive Committee are approved when more than 1/2 (one-half) of the total number of members of the Executive Committee participating in the meeting vote in favor. In the event that the number of votes in favor and against is equal, the decision belongs to the side with the opinion of the Chairman of the Association.
Article 16. Association Standing Committee
1. The Association Standing Committee is elected by the Executive Committee from among the members of the Executive Committee; The Association Standing Committee includes: the Chairman, Vice Chairmen, General Secretary, and members. The number, structure, and standards of members of the Standing Committee are decided by the Association Executive Committee. The term of the Standing Committee is the same as the term of the Congress.
2. Tasks and powers of the Standing Committee:
a) Assist the Executive Committee in implementing the resolutions of the Congress, the Association's Charter, organize the implementation of the resolutions and decisions of the Executive Committee, and manage the work of the Association between two meetings of the Executive Committee;
b) Prepare the content and decide to convene meetings of the Executive Committee;
c) Decide on the establishment of organizations and units under and directly under the Association in accordance with the resolution of the Executive Committee; stipulate the functions, tasks, powers, and organizational structure; decide on the appointment and dismissal of leaders of organizations and units directly under the Association; sign labor contracts with personnel of the Office, specialized departments, and units under the Association (if any);
d) Decide on the admission, expulsion, and removal of members in accordance with the regulations issued by the Executive Committee; commend and discipline members; consider and resolve complaints and denunciations related to the Association and its members in accordance with the Charter and the provisions of law;
dd) Report on work in the meetings of the Executive Committee and perform some other tasks assigned by the Association Executive Committee.
3. Principles of operation of the Standing Committee:
a) The Standing Committee operates according to the regulations issued by the Executive Committee, complying with the provisions of law and the Association's Charter;
b) The Standing Committee meets periodically every 06 (six) months. If necessary, the Chairman of the Association may convene an extraordinary meeting of the Standing Committee to resolve important and urgent issues arising or when 2/3 (two-thirds) of the total number of members in the Standing Committee request it. The resolutions and decisions of the Standing Committee are approved when more than 1/2 (one-half) of the total number of members of the Standing Committee present at the meeting vote in favor.
c) Between two meetings of the Standing Committee to decide on issues under the authority of the Standing Committee, consultations, discussions, and approvals may be made by written opinion;
d) The meetings of the Standing Committee are considered valid when more than 1/2 (one-half) of the total number of Standing Committee members present at the meeting (meeting directly and online) vote in favor. The Standing Committee may vote by raising hands or secret ballot. The regulation on the form of voting is decided by the Standing Committee. In the event that the number of votes in favor and against is equal, the decision belongs to the side with the opinion of the Chairman of the Association.
Article 17. Association Inspection Committee
1. The Association Inspection Committee is elected by the Congress, including: the Head of the Committee, the Deputy Head of the Committee, and some members. The Head of the Inspection Committee must be a member of the Association Executive Committee. The number and standards of members of the Inspection Committee are decided by the Congress. The term of the Inspection Committee is the same as the term of the Congress.
2. Tasks and powers of the Inspection Committee:
a) Inspect the implementation of the Charter, the Congress resolution; the resolutions and decisions of the Executive Committee and the Standing Committee, the regulations of the Association, the activities of the organizations directly under the Association and the members;
b) Inspect the membership status, inspect the activities of members to submit to the Association Standing Committee for consideration and decision on commendation and rewards, and at the same time detect violations for timely correction;
c) Inspect the management and use of finances and assets of the organizations under the Association;
d) Summarize and propose to the Association Executive Committee and Standing Committee to consider and resolve disputes, petitions, complaints, and denunciations from organizations, members, and individuals and citizens sent to the Association, members, and organizations directly under the Association;
dd) Report the inspection results in the meetings of the Executive Committee, Standing Committee, and Congress in accordance with the Association's operating regulations.
3. The Inspection Committee operates according to the regulations issued by the Executive Committee, complying with the provisions of law and the Association's Charter.
Article 18. Chairman and Vice Chairman of the Association
1. The Chairman of the Association is elected by the Association Executive Committee from among the members of the Standing Committee, is the legal representative of the Association before the law, and is the account holder of the Association. The term of the Chairman of the Association is the same as the term of the Congress.
2. Tasks of the Chairman of the Association:
a) Perform the tasks and powers in accordance with the Operating Regulations of the Executive Committee and the Association Standing Committee;
b) Be fully responsible to the state agency competent to permit the establishment of the Association, the state management agency for the industry and main field of operation of the Association, before the Executive Committee and the Association Standing Committee for all activities of the Association. Convene and chair meetings of the Executive Committee and the Association Standing Committee. Lead and direct all activities of the Association in accordance with the Association's Charter; the Congress resolution and the resolutions and decisions of the Executive Committee and the Association Standing Committee;
c) Chair the meetings of the Executive Committee; direct the preparation, convening, and chairing of the meetings of the Standing Committee;
d) On behalf of the Executive Committee and the Standing Committee, sign the documents of the Association; sign and issue regulations on the management and operation of the Association; the resolutions and decisions after being approved by the Executive Committee and the Association Standing Committee;
dd) Perform other tasks in accordance with the Charter and the resolutions and decisions of the Executive Committee and the Association Standing Committee.
3. In case of absence, the Chairman of the Association may authorize the Standing Vice Chairman of the Association to perform the tasks of the Chairman.
4. Vice Chairman of the Association
a) The Vice Chairman of the Association is the assistant to the Chairman of the Association, elected by the Association Executive Committee, assigned by the Chairman of the Association to be in charge of some aspects of the Association's activities and is responsible to the Chairman of the Association; The number of Vice Chairmen of the Association is decided by the Association Executive Committee.
b) The Standing Vice Chairman of the Association assists the Chairman of the Association in managing the activities of the Association as assigned by the Chairman of the Association and is authorized to manage the work when the Chairman of the Association is absent.
Article 19. General Secretary of the Association
1. The General Secretary of the Association is elected by the Executive Committee. The tasks of the General Secretary are assigned by the Chairman of the Association and manage all daily activities of the Association and the Association Office.
2. The General Secretary and the Deputy General Secretaries of the Association have the following tasks: Prepare the content of the regular activities of the Association Executive Committee; periodically report to the Chairman, the Standing Committee, and the Association Executive Committee on the activities of the Association; prepare annual reports, term activity reports of the Association Executive Committee; manage documents, assets, and finances of the Association; be responsible to the Chairman of the Association, the Standing Committee, and the Association Executive Committee.
3. The General Secretary of the Association acts as secretary in the meetings of the Executive Committee and the Association Standing Committee.
4. The General Secretary of the Association concurrently holds the position of Chief of the Association Office.
Article 20. Office, specialized departments, and legal-status organizations directly under the Association
1. The Association Office is the assisting body of the Association, concurrently held by the General Secretary, with the task of assisting the Executive Committee, the Standing Committee, the Chairman, the Vice Chairman of the Association and performing general administrative work; collect and provide information to members; serve the meetings, conferences, and seminars of the Association.
2. When needed, the Association may establish specialized assisting departments proposed by the Association Executive Committee to implement the Association's programs, projects, and plans. The staff of the Association Office are recruited to work under a contract regime. When necessary, the Association may invite some consulting experts to perform the Association's tasks in accordance with the law.
3. Depending on work needs, the Association may establish legal-status organizations directly under it and be responsible for managing and guiding these organizations to operate in accordance with the law. The establishment and appointment, dismissal of leadership titles, and approval of operating regulations of legal-status organizations directly under the Association are carried out in accordance with the law.
4. The Association Executive Committee specifies the organization, tasks, powers, and operating regulations of the Association, the Office, and specialized departments.
Chapter V
DIVISION, SEPARATION; MERGER; CONSOLIDATION; NAME CHANGE AND DISSOLUTION
Article 21. Division, separation; merger; consolidation and name change and dissolution of the Association
1. The division, separation; merger; consolidation; name change and dissolution of the Association are carried out in accordance with the provisions of the Civil Code, the provisions of law on associations, the Association's Charter, the Congress resolution, and relevant provisions of law.
2. Issues regarding assets, finances, rights, and obligations of the Association related to the division, separation; merger; consolidation; and dissolution of the Association are carried out in accordance with the law.
Chapter VI
FINANCE AND ASSETS
Article 22. Finances and Assets of the Association
1. Finances of the Association
a) Sources of income of the Association:
- Income from the Association's activities in accordance with the law;
- Sponsorship and support money from domestic and foreign organizations and individuals in accordance with the law;
- Association joining fees, annual membership fees of members (if any);
- State support associated with required tasks (if any);
- Other legal revenues.
b) Expenses of the Association:
- Expenses for communication activities;
- Expenses for scientific research activities and other works related to the Association's field of operation;
- Expenses for conferences, seminars, training courses, and professional knowledge improvement on economic science for members;
- Expenses for renting headquarters, offices, and other administrative tasks of the Association;
- Expenses for salaries, allowances, rewards, insurance, and welfare for full-time staff and employees;
- Other expenses (if any).
2. Assets of the Association
a) Assets of the Association include: Headquarters, working facilities serving the Association's activities, and other assets (if any).
b) The Association Office is responsible for managing, preserving, and using the Association's assets for the right purpose and effectively.
3. Financial sources from the Association's service activities and legal sponsorship sources from domestic and foreign organizations and individuals in accordance with the law must be used for the Association's activities and not be divided among members.
Article 23. Principles of managing and using the Association's finances and assets
1. The Association Executive Committee develops and promulgates Regulations on the management and use of the Association's assets and finances in accordance with the specific situation of the Association and ensures compliance with relevant legal provisions.
2. The Association's annual financial report must be prepared in accordance with the provisions of law, reported in the Executive Committee Meeting, in the Association's Term Congress, and disclosed in accordance with the Association's financial regulations.
3. The Association Executive Committee promulgates Regulations on the management and use of the Association's assets and finances, ensuring the principles of publicity, transparency, and thrift in accordance with the Association's guiding principles, objectives, and provisions of law.
4. The finances and assets of the Association when divided, separated; merged; consolidated; and dissolved are resolved in accordance with the law.
Article 24. Financial Settlement
Annually, the Association must report the financial settlement in accordance with the current financial management regulations of the State to the competent state agency in accordance with the law. The Association's financial settlement is carried out according to the fiscal year and is notified to the members.
Chapter VII
COMMENDATION, DISCIPLINE
Article 25. Commendation
1. Organizations and units under and directly under the Association, members of the Association with outstanding achievements are commended by the Association or proposed by the Association to competent agencies and organizations for commendation in accordance with the law.
2. The Association Executive Committee specifies the forms, authority, and procedures for commendation within the Association in accordance with the law and the Association's Charter.
Article 26. Discipline
1. Organizations and units under and directly under the Association, members who violate the law; violate the Association's Charter, regulations, and operating regulations are considered and disciplined in the forms of: Reprimand, warning, expulsion. In case of causing significant damage to the Association's assets, they must compensate in accordance with the law.
2. The Association Executive Committee specifies the authority and process for considering discipline within the Association in accordance with the law and the Association's Charter.
Chapter VIII
IMPLEMENTATION PROVISIONS
Article 27. Amending and supplementing the Association's Charter
1. Only the National Congress of Delegates of the Vietnam Economic Association has the right to amend and supplement the Charter of the Vietnam Economic Association.
2. The amendment and supplementation of the Association's Charter must be approved by at least 2/3 (two-thirds) of the total number of delegates present at the Congress and approved by the competent state agency to take effect.
Article 28. Effective Date
1. The Charter of the Vietnam Economic Association includes 8 (eight) Chapters, 28 (twenty-eight) Articles approved by the VI Congress of Delegates (term 2021 - 2026) of the Vietnam Economic Association on April 16, 2021, in Hanoi and officially takes effect according to the approval Decision of the Minister of Home Affairs.
2. Based on the provisions of law on associations and the Association's Charter, the Executive Committee of the Vietnam Economic Association is responsible for guiding and organizing the implementation of this Charter./.
